Present Job
I am working as an Appraiser of Customs in Indian Customs, Department of Revenue, Ministry of Finance, Government of India. This is a gazetted officers’ post, directly under Government of India.
I joined Indian Customs in the year 1992 at Custom House, Madras (now Chennai), South India, where I served as an Examiner of Customs and was posted at Chennai Customs Sea Port and Postal Appraising Department for two-two years each.
During my posting at Chennai Customs Sea Port I looked after work of assessment, evaluation and full Customs Clearance of the goods intended to be imported/Exported.
At Postal Appraising Department I looked after customs clearance of goods by Post through Air and Sea/Surface mail.
In the year 1996 I was promoted as appraiser and was transferred to Bangalore Customs where I served at Air Cargo Complex (Air Port), Bangalore for four years, Inland Container Deport (I.C.D.), Bangalore for one year and Preventive Section for two years.
Since last year I am at Delhi at Ministry of Finance, Department of Revenue, Directorate of Inspection, Customs & Central Excise, New Delhi.
During my 14 years of service in Indian Customs I have looked after various sections which included assessment of the goods for import/export, classification of goods under proper Customs & Central Excise Tariff Chapter heading known as Harmonised System Nomenclature (HSN) code, determining the applicable rate of duties, application of Export-Import Policy, checking Licencing aspects, application of notifications, appraisement of valuation of the goods, computation of duty, physical Inspection/Examination of cargo, following import/export procedure, enforcing departmental instructions and alert notices, Preventive works like gathering intelligence and carrying out investigations, legal matters, administration works, verifying restrictions/prohibitions, checking the provisions of Customs and Central Excise, Foreign Exchange Regulation Act etc.
In short, my experience and responsibilities covered detailed appraising work of Customs department starting from filing stage of Bill of entry/shipping bills to pass out/let-export of the cargo. In addition to these I also looked after maintenance of records, files, attending audit matters, reports and returns, Bonds, Bank Guarantee, correspondence etc.
I am very thorough with the export promotion schemes viz., Duty Exemption Entitlement Certificate scheme(DEEC), Duty Exemption Pass Book scheme(DEPB), Export Promotion Capital Goods scheme(EPCG), Project Import, 100% Export Oriented Unit (EOU), Export Hardware Technology Park (EHTP), Software Technology Park (STP), Special Economic Zone (SEZ), Monitoring of Bonds, Bank Guarantees, issue of demand note/Show cause Notice/ Order in Original etc.
